Car is located in SoCal and has a clean US title.
So how does that work? Are you really able to get a title for something like this without immediately raising some kind of red flag at the DMV?

It probably has a “Show & Display” title, meaning it can only be driven a certain number of miles each year and I believe only to certain destinations (like car shows).

I think there’s some sort exemption for military personnel, that if they have a personal use car overseas they can bring it back for personal use, but they can’t sell it.

It isn’t a “US title”, because there’s no such thing. It would be a California title. States will generally title and register anything that passes basic safety and emissions tests, but federal law trumps state law on this issue. The feds say it can’t be in the country, so it can’t be in the country.
